Default 1998 lsvtec timing problem

ok so i have a 1998 teg that i did an lsvtec on and im having a bunch of problems getting it to time. its a b18 with a garrett turbo and its a build botomend with 8.8:1 weisco pistons. i set the timing dead on and it wont even try to start. i retard the timing about an 1/8 to 1/4 of a turn and it will start with the throttle about halfway open but wont stay running have to keep it revved up to run and it still sounds like crap. the timing keeps moving around on the crank and im not sure why. im not sure if its the gear on the crank or what but any help would be appreciated

Set your timing to TDC and then figure out why the car is not starting.

i set it to TDC and it wont even try to start if its advanced a bunch then itll run but it wont idle and doesnt sound very healthy. and when i say retard i mean by moving the crank and leaving the cams to #1 on TDC

When it's at TDC what does the motor sound like? Has the head been milled or block been decked?

ok so i just foundout that the mark on teh crank gear is off. i put a rod in cylinder 1 to see where TDC is and was about an inch to the right of the mark. motor runs better nnow but still sounds like a miss. its firing on all 4 i think now cause i check the manifold with a heat reading gun and they were all within about 10 degrees. i had dan benson do the block and the head was resurfaced but he didnt have to take very much off.

but the marks on the cams fit in with the holes on their covers and i put a new mark where TDC is on the crank and it isnt jumping teeth or anything. what is the chance that its the tune?
