Default Airbag removal?

Do I need to remove the dashboard to remove/replace the passanger airbag?

I removed the visible 3 bolts that hold the airbag in place but it won't pop out.

It's for a civic 97. Not sure what that link is describing but my question was for the purpose of NOT removing the dashboard.

While I didn't read through the link posted, I glanced at it, and I think his point was that the link provided indicates there are 4 screws for the airbag, so there is still one in there somewhere if EG and EK are the same.
