Default tire bulge

a bulge/bump grew onto my left tire...should i do something about it?

Yes, you should replace the tire.

I bought a new rim and wanted to just switch tires but they refused to transfer the tire because it had a bubble. It's unsafe and it can cause the tire to blow.

when i buy tires i pay like an extra 10 bucks and get road hazard. then when ever something happens i get one for free. but you should fix it

a bubble on the sidewall is usually caused from hitting potholes. so just be careful next time.

You should definitely replace the tire. NOW. Don't drive on it.

Most tires come with a warranty against defects. You can take it to a tire dealer for that brand of tire and ask them if you can file a warranty claim on it. If it's defective, they may give you a pro-rated discount towards the purchase of a replacement tire. If they say it was caused by a road hazard (as vietjdmboi mentions), they may not give you anything for your claim. But it won't hurt to ask.
