I bought a new rim and wanted to just switch tires but they refused to transfer the tire because it had a bubble. It's unsafe and it can cause the tire to blow.

You should definitely replace the tire. NOW. Don't drive on it.
Most tires come with a warranty against defects. You can take it to a tire dealer for that brand of tire and ask them if you can file a warranty claim on it. If it's defective, they may give you a pro-rated discount towards the purchase of a replacement tire. If they say it was caused by a road hazard (as vietjdmboi mentions), they may not give you anything for your claim. But it won't hurt to ask.
