You can make an adapter just by using a female plug that fits your welder and a male plug that fits the garage with a short piece of heavy wire connecting them. The plugs go for around $15 each so your looking at around $40 to make an adapter. You can replace the plug on your welder or the garage instead.

I made an extension cord for mine that is also an adapter, one side fits the dryer plug, and the other side fits the welder of course. I got it all at home depot and I don't remember how much it cost, it was easy though and when I move if the plug is different its not hard to change out one end of the cord.
