Hybrid96EK

Bought a 99 si tranny. Was run without fluid or very little fluid. 4th gear was seized to the input shaft. Spider gears were broken, 3/4 hub and sleeve was destroyed, 5th sleeve was destroyed, misc bearings damaged. Anyways, brand new 4th gear, 3/4 hub and sleeve, new carbon coated synchros, replaced spider gears, new 5th sleeve, every seal replaced, new needle bearings, new input shaft bearings. Everything completely cleaned and inspected... Then reassembled. Dry shifted tranny on the bench, no issues. Problem is the car drives perfect so long as I am up shifting. Once I leave third, I cannot downshift back into it. The tranny is locked out. No grind, double clutch does nothing, solid. If I shift to second, then I can go to third... Clutch in the whole time. No other issues right now, just looking for ideas. I paid close attention to the orientation of the sleeves and hubs. I am pretty sure I didn't get something upside down but I am open to any ideas.
