Cant shift out of park

Cant shift out of park
I have a 2002 Accord LX, automatic. I cant shift out of park. The car is on, and the steering column is unlocked, but i cant shift. I took the shifter apart and put it back together, no luck. Could anyone tell what the matter is? Appreciate any advice.

Ok the break lights work. This morning i went outside and tried to shift out of park today and i was able to shift out of park once. But i shifted back into park and tried again and no luck.
