Will bad vss cause limp mode
I have a jdm h22a in 97 civic ex with p75 ecu and my speedo suddenly quit functioning and now my car won't rev past 3500rpms. Would a bad vss cause this?

You most likely will not have something working properly, not sure about a rev limit though.
I'm almost sure your vtec is disabled without a mph to go off of.

The car won't go into vtec with the code 17 and as a result your redline will be lower.
However, no it won't put you into limp mode. It needs the vss to detect if you're moving to know when to go into and out of vtec. The car will run slightly worse though, especially when shifting.
