TPS voltage at WOT is 3.2 minimum, 3.7 maximum. Bad TPS?

TPS voltage at WOT is 3.2 minimum, 3.7 maximum. Bad TPS?

I tried to adjust my TPS today, at close throttle, i can adjust it from .1 to .7 volts so obtaining stock spec of .45-.5 is possible; however, at WOT it will only read 3.7 at max.
Does this mean the TPS is bad? Thanks.
