Signs of bad starter but I just replaced it
For the past year every once in a while I would try to start the car and hear a click. I would do it over and over and then eventually it would start.
Just recently it started doing the click a lot and now the engine only turns over very slowly if it does at all.
I checked the battery and it was fine. I checked the battery cables right after the terminals and it was fine. So I decided to replace the starter and nothing changed. Except I decided to hold the key down for a little because I was frustrated and heard the fast tickticktickticktick noise. I cleaned the battery terminals again, cleaned the positive and negative wires to the starter, and still nothing.
Could the starter relay make it fail like this? What else could I check?

Put your voltmeter on the lead posts that are part of the battery. Have someone turn the key to start. The voltage should stay above 9 volts. If it does not, fully charge the battery with a battery charger and test again. If it still drops too much, the battery is bad, replace it.

It was 11.98 volts I think. Maybe a little less. How low is too low for a car to be acting this way?
Plus, before I changed the starter I tried to start it while it was being jumped by another car

I agree, it sounds like a low batt. or possibly a connection problem, I would recheck the connection, pay close attention to the main grounds, batt. to chassis and chassis to engine,
DO NOT just eyeball then, disconnect/clean/reconnect, the" tickticktickticktick " is a symptom of a grounding problem.

I would get the battery checked with an actual tester at autozone or a shop. Voltage is good, but the amperage is important too. Amps are the power and if they are too low it would be the same as stringing a bunch of AA batteries in a line to equal 12v and expect it to start. Small cars do't need much but that's why batteries are rated in CCAs.
