Clicking starter relay. no start. 0 volts at starter terminal

Clicking starter relay. no start. 0 volts at starter terminal
I have a 2005 honda civic that is not starting or cracking. When attempting to crank car a relay buzzes.
I checked all grounds and they are all solid.
Replaced relay and same issue occurs
Any ideas?

Did this. Starter will jump. Car starts if I jump starter with wire from starter terminal to positive connection of battery.
When attempting to start the car with out test wire the starter terminal shows 0 volts
From starter big wire gets 12 volts. Little wire to terminal gets 0 volts while cranking. Tested fuse box inside car. The relay spot is getting 12 volts when the key is turned.
all connection were tested using transmission as ground point.

Is your car auto or manual? Do you have some kind of alarm that would prevent the starter from cranking?
Did you check the wiring to make your sure you car is in PARK or CLUTCH is down?

The car is auto. I am in park when attempting to start the vehicle.

Sorry I did want not imply that you where starting the car wrong. What I wanted you to check was the switch/wiring that allows your car to start when you are in park.
Do you have a manual that you can look at the starting wire diagram?

If you have 12 volts at the positive of starter. disconnect and check the signal wire for 12 volts when attempting to start the car. (you need another person to start the vehicle). If you do have 12 volts then the starter is bad.
If you get no voltage to signal wire, its time to back track it to the source. Check for continuity from the starter end to its source.
