Default Rev limit at 6500???

Hi, this was really the first time I had really driven my car and for some reason my rev wont go pass 6500 rpm. I would floor it in 1st and when I hit around 6500, the dial would bounce back and forth. I haven't dyno my car yet and I had my ecu chipped with a 8500 rev limit. My question is, can this be caused by having too much fuel and therefore it is making the rev limit lower? I'm totally lost.

my setup if matters:
LS stock intern
440cc
safc
t3/t4b
chipped p75 ecu
