If somehow your car was like a super ultra low emissions vehicle i suppose it could happen. The prototype Neon SRT-4 doesnt have mufflers, which isnt the same, but frankly, get a cat, the change-out time is negligable.

well in oregon if your car is 96 or newer (OBD2) as long as your car doesnt throw codes it doesnt matter. i asked the emissions guy specifically and he said they dont check for it on your car, it just cant throw any check codes.

I'm an emissions inspector. And it's actually a yes and no. First of all everybody would expect a cat on the car, and you should (for the good of the future). Here in Pa it would fail for visual, but knowing many inspectors, they won't crawl underneath the car and look, unless it's suspicious (like hooked up cars), basically I think it will pass if it's a ULEV vehicle. But a regular civic without cat I know for sure won't pass. And as for OBDII cars. If you take out the cat, check engine light will come on. And it won't pass. Please don't take out your car, cause it's really not worth it. You could get a ticket for $2000, and it really don't give you that much more horse power, you actually might lose power, since you don't have any back pressure. If you want to have some more performance get a high flow cat from summit for $100 keeps your out of trouble!
