You have a vaccum leak or bad ground.

air leaks from the throttle body or intake manifold gasket or any of the air lines running off the intake mani. wil cause a vacuum leak.
What year is your car and have you reset your ecu lately. If you have or if your battery went dead or I believe just over time you need to adjust your idle. If you idle is set too high it will cause a surge. You can try to lower it down and see what it does. There's a screw on the throttle body, use a flat blade screwdriver and turn it. You'll hear the engines rpm's lowering or rising, try and lower it down to I wanna say stock is 750 rpm +/-50 rpms. See if it's a simple idle adjustment or if it's something else. Also, you want to check your fast idle valve. Look in some of the FAQ threads for write ups and more info. Hope it helps

I checked most of the gaskets and they weren't leaking. I also checked all the lines to see if they were plugged in and they were. I'm reseting the ECU to see if that will do anything.
