Windshield wiper problem 2000 Civic Si
As of today, it was raining out, so i turned my wipers on as I drove in the elements. But now, when I put the wipers on the first (delay) setting, when they come back down they immediately move back up about 6 inches, do the typical delay pause, then swoop up and back down like normal then move back up ~6inches, pause like normal and then do the swoop.
ALSO: Now, even when i turn them completely OFF, they still stay on and make a swoop ever few moments!

Sounds like a faulty switch possibly not going into the park mode... Read up on a wiring schematic of that switch and you may find your problem. Thats where I'd start.

I have seen this exact problem on a handful of 96-00 Civics, and we too here at my shop thought "must be the switch" but there's actually a Honda TSB/technical service bulletin on the wiper MOTOR being faulty. There is a gear wheel that becomes stripped and causes the "park" function to screw up, which in turn causes the wipers to simply stay on half the time if not all the time.
I'm sure there are a list of all Honda TSBs online somwhere - I can get the exact number tomorrow once my All-Data is logged back on.

wade,
i had this problem but it wasnt the motor or switch. its hard to explain, but if you took the wiper mechanism out, you should understand. anyway, you could have tried this:
1.remove both of the wiper arms
2.turn the wipers on and off
3.put the wiper arms back.
see if that will help.
if you say its motor, did you try to connect the motor to the harness when it was out ?

What kind of car is it?
I've seen wipers not working on a certain speed end up being the switch OR the motor.
There are testing procedures for the switch and the motor, but honestly without a chart in the Honda repair manual and a multi-meter to check for continuity, etc. it's easier for the average Joe to replace the parts with cheap, used ones and see if that fixes it.
