The throttle cable is tight. I will have to try the carb/ brake cleaner trick. And I haven't cleaned the iacv yet, I was just wondering if that was dirty it could cause the car to idle this high even...

I bought a 93 civic ex with a d16 z6 swap with a y8 head and high compression pistons. I knew the car had a bad head gasket and I fixed that problem. New gasket head studs also new injectors plugs...

Check to see if the oil is milky for a bad head gasket. If not the distributor could've gotten wet and ruined it so check for spark. Take out the plugs and see if they are black from no ignition or...

I am currently having the same problem with the same engine in a 93 civic ex except my problem is much worse. When I start the car it revs out at 3 grand sometimes higher after its warm it still is...

I would definitely check the oil to see if its milky. Another thing could be the starter is shot. Like dirty19 said bring it to a reputable dealer and someone who you know. Goodluck!
