If your honeycomb collapsed like that it's generally a sign of another condition that caused that failure. I've seen plenty of blown out honeycombs and most of them were from overly rich motors or...

Yes, with nox that high and barely failing HC I would be looking at replacing the cat before messing with anything else, it is most likely the problem.

Replacing anything after the cat is fine. You will be OK for smog. You of course need to have an operational cat. Smog guys don't care about dB limits but LEOs do sometimes.

VX wheels are 13s right? AFAIK 13" wheels don't clear the calipers. 14s are as small as you can go on either gen (brakes are the same size)

That's not my picture, but there are Ebay ones for $30-40. It's a chunk of metal, who cares if it's not (insert brand name here). If it was a QR or hub i'd be more concerned about who made it and...

Steering wheel spacer? It just bolts onto the hub.

An PCM is a circuit board, there's lots of things that can go wrong on a circuit board and it will still "function". It's just computer programming reading voltages and adjusting other voltages...

Who advised this? What lead to this conclusion?

With all those sensor failure codes who knows. I would be looking at electronics or electrical though, not mechanical issues.
