The fan on my '96 would come on after the car was shut off and run for five or ten minutes when the coolant was low. Filled and bled the cooling system and the problem went away.

Use the correct values for the components if the TCU needs fixing. Digi-Key or Mouser sells those 330µF 10V through-hole aluminum caps for less 25¢.

Just to check voltage, it doesn't matter if the car is hot or cold. It does matter to check resistance; use the factory specs above to determine if the sender resistance is in range.Was the problem...

The sender provides the gauge with a variable resistance to ground. The FSM shows:
