Damaged spark plug wire

I have a 97 accord lx non-vtec. So today i unplugged the spark plug wires from the dristributor cap end. The piece that connects the wires to the cap came loose off the wireset. Here is a picture...

I'll be doing the simple repairs myself, just dont want to put out money to fix it and end up having more issues. As for tranny and paint I'd have to pay someone to do that.

At first i thought that the belt on the alternator was loose, is there any way I can tighten up the belt?

I believe that there is some powersteering fluid on the alternator since my powersteering...

Are these power steering adjuster bolts used to adjust the tension on the power steering belt? Also would this affect the alternator belt, since both belts runs side by side?

After figuring out that the starter is still good, this morning i reinstalled the starter, battery, intake and radiator hose (i had to take these off to get to the starter). But before i reinstalled...

Check valet switch and main relay. I have the same problem, but have not yet found the solution to this similar problem.
