Well, I fixed it. I finally got the horn that was smoking disconnected and and that was where the short was. All better now.

Still not sure if that's the horn relay, but the horn clip has to be...

Is this what a horn relay on a 94 accord looks like (1994 EX with SRS)? This is located right next to the accelerator pedal. It looks a lot simpler and smaller in the shop manual.
