It's not a bad idea to replace the tensioner, but it's not absolutely necessary. If you have the extra money do it but if not it will probably be fine. I didn't change mine when I changed the belt...

The power steering pump seals are not hard to change, no special tools are needed. all the seals will run about $15 from acuraautomotiveparts.org.
