Well....I've been reading this thread, and I must say, the only things that would affect your idle would be your iacv, idle screw, vaccum leaks, which you checked already...Though I agree with jrepa on his quote...I recommend checking is the FITV(Fast Idle Valve) as well, located underneath the throttlebody. 2 small phillips head screws hold the cover to access the FITV adjustment screw...Just screw it in clockwise till its nice n snug...Good luck to you!

My girlfriends 00 Hyundai elantra does the same ****. When i drive and and coast to a stop in neutral. Stupid RPM's stay at 2000rpm and they go down only when i stop I hate driving just because of that... I dont even want to open the hood to look lol... Hopefully you find the problem, so i can try it out on the hyundai
