Default Timing Belt Help

Hey HT,
I'm having a problem lining up my timing belt, I have an H22a w/ the manual timing tensioner. I had the timing belt back on but after I started the car it made a tapping/ticking noise, so I turned off the car and a friend said that I was off by 1 tooth. So I'm trying to redo it and make sure I'm doing it right so I don't have to start over again. After I get the belt on and tension it, I turn the crank a few rotations I line the cams up again and check the crank pulley but the flywheel mark is off a little, and certain times between the cam gears there will be a little slack (shown in last pic). I'm trying to figure out if I'm doing it right and/or what should I do to fix it.

This is how it looks when I look at it normally, the cross is just a little lower down, only seeing the top of it,

The crank is lined up with the arrow

Cam gears are lined up

Slack in-between cam gears

If I look at it at a higher angle the cross lines up
