Default H23a vtec bluetop swap timing and smog problem please help

I just swapped a h23a vtec into my 97 prelude I transfered all the usdm h22a4 to the h23a including the oil pump crank angle sensor distributor intake manifold, I went to smog it today and there computer showed the timing at 11 degrees and its supposed to be at 13-17, he said that you have to jump a port under the dash that will throw a check engine light and rotate the distributor to change the timing (i tried to rotate the distributor to change the timing but apparently it changes nothing until you have that port jumped can someone tell me where exactly is this port? also it failed smog by not too much does anyone know a trick to make it run cleaner? I ran the car pretty hard to try to clear it out and it wasnt enough, a friend said you can run alcohol?

The 2-pin service jumper is on your passenger side by the center console. Here are two pictures that show you for reference of the connector. And holmesnmanny is right the obd2 ecu that you are running won't allow you to change your timing at all. You can move the distributor around as much as you want but the ecu will always correct it for the right timing that it is set for. The only way to change your timing for good is to get an obd1 chipped ecu.

Im running the 97 h22a4 ecu, so if i jump that service connector it wont allow me to alter the timing? What does jumping it do then? Me and my friend used a digital timing gun yesterday and it showed 10-11 degrees at 780 rpm and then we jumped that blue service connector the cel came on and it appeared the timing changed to 15 degrees.
