i ended up cutting both sides of the bolt with a cutoff wheel.
then took the arm to honda who replaced the bushing for like 50 bucks (seems like a lot) + cost of part.
arm is now arm and i took it for an alignment.
everything is in spec but the car still pulls a bit. need to check for bent suspension parts and see what else could be going on.
