What does this part do?
What does the part at the top of the throttle body that connects to the charcoal canister do?

i don't really thing that would cause u to fail, i know people that have removed the canaster all together and have passed MD emissions, how long has it been since u did a tune up , plugs wires, dizzy cap rotor,, how old is ur o2 sensor that can be a big problem if its old.....

How do I know if it is working... I tried t test voltage on either one and niether are sendinga ny signal. The book says it should be between .4 and .6 volts depending on WOT or Closed and RPM's. But I get nothing. How do you test the o2 sensor?

well if it wasn't working u'd probably have a CEL.. i see in ur sig that u have a 88 with a B16,, i belive most of the obd0 B16's have 2 o2 sensors, well depending on what ecu u use
