Quickest, cheapest horsepower?
Cheapest and easiest ways to gain horsepower for a B18A1 in my CRX?
I know it has like 130, and i've removed power steering and a/c which adds some i know (not sure exactly how much), and I'm running an ebay header and a stright pipe back.
For $200-300, how can i gain most horsepower?

**** for 3 bills go n get yourself a decent nitrous setup. thats easy power. or just get some cams

removing a/c and p/s doesnt really help any. my buddy has a daily driven EG hatch with ls/vtec turbo with a/c and he is running high 10's - low 11's.
but to answer the question NOS is cheap and can give major horsepower improvement but is very unreliable and bad for the motor.

ive had MANY sprayed cars that ran great for a long time. hell, i even had a 125 shot on a stock internal jeep 4.0 for a year until the fuel pump gave out

Turbo dude. Just save up a bit more and buy a decent turbo set up from a junk yard or something.
Easiest way to gain a large amount of HP without spending massive bucks.
Or build your engine a bit (cams, gears, etc). But turbo is easiest and a lot more bang.

why not just buy aftermarket pullies/flywheel. interior weight reduction. save a little more and buy some high compression pistons. easy hp right there and thats just my .o2

What are you hp goals?
Bolts ons look pretty and all, but you have done the exhaust so any N/A bolt on's you do now for under $300 might give you something like 5hp.
I guess if 5hp is worth it to you then go for it.
Personally, my butt dyno can't tell the difference for 5hp.
Go for spray or save up for some boost!
