Default PM6 ECU

I have a 91 Civic SI PM6 ECU and its been socketted and chipped.
The chip is a AM27C256 and it has the number 4200 someone wrote on the back of it. WHY? Maybe a revlimiter? But it doesnt redline at 4200. So I'm confused...

Also there is a plug with 2 gray, a black, and a red wire comming from the circuit board of the ecu. The plug it's self is missing two pins. It was just lying inside of the case of the ecu. What is this for and does it go anywhere?

Who chipped it? I bet they did a crappy job.

The soldering looks fine... but I still dont know what that harness is for.
The one that the red arrow is pointing too.

the chip should be in the bottom right corner it will have a piece of plastic underneath of it that is soldered in and the chip just plugs in.

I know that. The ECU is socketed and chipped. I just wanted to know what that cable in the picture I posted is for.

i chipped it, and how can u say its done shitty?explain??

AND THE CABLE IS FOR MY MOATES EXTREME huglog. usb datalogger.
