its probably becuz someone put WD-40 on it...my alternator belt does that whenever it touches water becuz i accidently got WD-40 on it.

Iv found that if you take conventional bar soap and have the car running have the belt run over the soap it leaves the soap residue on the belt and it helps the pulley grip the belt, it wont squeal again unless it's dry rotted or wet.
Bottom line....replace the belt, tension it properly so it's tight and be done with it.

Re: loud skreetching sound??
its your alternator belt 100% sure and its probably not tensioned right.
the belt costs 8-14 bucks new for a gatorback
can also be power steering only if your car has it. but since you got a 91 ef?maybe hatch im sure it doesnt have it
and you can have a new belt in less than 10 mins installed and properly tensioned with a wrench.
just keep going around replacing it and one day youll drive and that **** will snap or become extremely loose your car drains all its power.

i just had the same problem all you have to do is loosen the alternator and push it back alittle so the belt isnt loose and tighten it back up
