not really cause you compensate for the rim difference with less tire. I think a non-lowered car with rims looks like **** personally. What kind of rims are you looking at..size oem etc.

It does not raise your car if you use the proper tire so the overall diameter remains the same as stock.
On a 92-95 Civic with 14" wheels, the stock tire size is 185/60. Upsizing to a 15" wheel you would use 195/50, a 16" would be 205/40. Those are very close to exact stock diameter so your speedo will be relatively accurate. 96-00 Civics had larger tires stock so this doesn't apply to those. Using a 17" with 205/40 is too large for a 92-95.
Anyhow, 15" will be nice on a 5g Civic, and there are tons of tire options for cheap in 195/50 size.

I had 17's on my old 91 Si several years ago, and it looked like it raised it even though the height didn't actually change. IMO it looked really odd until it was lowered, granted 17's on that chassis look kind of out of place anyhow....

Yeah, just because you technically CAN fit a wheel in, doesn't mean you SHOULD put in on. There's a limit to how big of a wheel looks decent, the limit is different for every car but every car does have a limit.

Maybe on a car not lowered, with lots of gap, the short sidewall tires make it seem like you are lifted because the gap is larger than the tire.
But since you have very small gap, a larger wheel with shorter tire fills in the blackness occupied by fender gap and tires. It will look fine, like Marauder said only 1" isn't that big of a deal.
