SRS light help

SRS light help
I have a 95 civic coupe and it has an srs light on with the code 1-1 which is an open in the inflator circuit or something of that nature. I cleared the light and switched it with an airbag that i had laying around and it is still on. Dont know what to do. Any input on the next step would be awesome.
