Default p2t 7000rpm rev limiter?

hi i have a b-series swap in my 97 hatch, i have had a p2t ecu for a few years now and the rev limiter was set to 8800 rpm. i got my hands on another p2t ecu for free because i stripped a Canadian em1 and it did not have a E.L.D. so i figured i try the new ecu, woo hoo no cel codes finally, take the car for a spin and i hit a 7000 rpm rev limiter wtf! why would one ecu have a rev limiter of 8800, and the other 7000 rpm when both ecu's are p2t from a em1 made for a motor with a red line of 8000 rpm?
