As mentiond above, forced induction is your best bet unless you go with a different engine.

If you want to keep it streetable, that's not going to happen. 230hp from a naturally aspirated 1.6 is a bit unrealistic. You're going to have to rev it to a minimum of 11,000 RPM to make that sort of power just at the flywheel, which is easier said than done. It's going to take a lot of money.

i agree forced induction is the best way..but nitrous will give you that 230hp your looking for with some bolt ons as well...and its cheaper...i have a 00 em1 and im running nitrous on it now i play with stangs..e85 all fuel bolt ons injectors.intake, exaust, afc neo, hondata img, colder plugs, ngk wires..i made 221whp with 192 torque..but i had one of the best tunners in fl...which cost me some $$$..

alright.
so we are looking at about 5k worth of parts and work. 600 for some labor and tune.
you want it to be reliable(you stated daily)
you want 200+ whp
you want it to be a stang killer
you cant decide between n/a or f/i
you want it to be simple
and you want it all done with a b16a2
here is a list
1: DIET. Strip that car. gut it like you would a fishy. Even the sunroof.
2: Decide if you want to run a s/c or n/a or either with laughing gas. This will help you decide your c/r to keep her reliable.
3: To keep cost around your budget I will tell you now that you wont be able to order anything new. Your best bet is to look for good deals on the interweb.
4: It wouldn't be a bad idea to upgrade to a gsr/itr block or go ls/b20 vtec if you plan on city driving.
5: It wouldn't be a bad idea to run a s/c or laughing gas.
6: Learn the weak parts of your engine. Like the lma's. Read up on recalls and replacement parts that honda came out because the original sucked.
7: Reality check. To run 230whp reliably as a dd on a n/a b16 is unheard of. To get to this power you will need very aggressive cams and ridiculously high compression pistons. You will have a rough loopy idle with no bottom end power and eat gas up like crazy. You will only have topend power and I'm sure you wont enjoy having to race your engine to 5K rpms at every stoplight just to catch up with that truck next to you. You will need to monitor the temp and fluid level of everything all the time. You will need more than 5k worth of parts. You will go crazy and eventually buy another car to replace it for a dd.
8: Solution. Run a s/c. Nitrous is illegal on the streets so keep that out for your own safety as I am sure that the temptation of using it outweights the will to not. Think of every external engine mod as a support mod and internal as a pure performance mod. Plan your build with the end goal of a s/c b16 with atleast 230whp. Build the head(p&p,v/t,cams,etc..). leave the block this will save you some money. You want to figure out how well your engine can perform before you start slapping on the support mods as they are there to "support" your engine. Dont plan on getting after market stuff for everything as most items on your car will work just fine. 230whp on a s/c is a good and reliable amount of power to set as a goal.
9: Tune your car. Not every tuner is the same. Most people will tell you to find a reputable one. Most of those people probably had the chance to experience a crap tune so listen and learn.
10. Save your money. As we all know that when we reach a goal it eventually gets boring.
