Have your friend sign an agreement (get it notarized) saying he will pay for the repairs.
Find the parts that you need (don't go crazy) and hope you can find a bumper in the same color (if you do this, the paint might not look super new compared to the rest of the older looking paint on the car).
Have the friend pay for the parts and labor. Maybe throw in that he agrees to bus you around when/if your car is in the shop for this damage. I'm sure that'd be cheaper (and easier, if he's young) than getting a rental like insurance might so.
Then you'd save on insurance and get it all fixed up.
If he doesn't have the cash, it looks like he needs to take out a loan from family, friend or bank.

i don't think that's insurance fraud
The insurance company themselves will tell you this is our price quote. Feel free to get your own quotes from approved body shops.
They will write you a check and out of their own representatives mouths will tell you it is up to you on which body shop you take it to. If said body shop charges you a lower price than what the insurance quoted/ gave you a check for it's not your fault. What do you do return the change to the insurance company?

if you are going through insurance they will cut you a check. my wife ripped my front bumper off bent fender a tad and broke a headlight.. they cut me a check for $1100 i bought used parts at a you pull it for under $100

I don't know how extensive the damage could be underneath. Not to mention that getting it painted does take a little time. So if only because of the paint, he might be out of a car briefly.
This isn't a half hour job. He's not going to be reading magazines in the waiting room waiting for his car to get finished.

LONG UPDATE, i now this thread is old as shyt but i want to get back on the forums and i feel like starting here. My friend DID pay for it and it came out great, no pics as of now but will soon...the main thing i wanted to get to is that my friend recently got in another accident, this one was a little more serious though. He had his sisters car and was coming home from a friends house, it was a Slippery(wisconsin) road, he lost control at 65-70mph went into the ditch and hit a culvert. The car flipped end over end landing on its roof. he had to kick the glass out and crawl through the window. He came out with a small scratch on his eyebrow from h\itting the steering wheel. car was totaled and he got a 750 dollar ticket, 6 points and traffic school...
