Idle Problem Persists

Idle Problem Persists
I own a 96 Civic with a 97 GSR motor swapped in.
Issue: When cold car idles at 2k rpm, after been driven around and warmed up car idles at 1500rpm. Stays like this unless i turn the car off then back on then the idle goes to 1k. While shifting the rpm never drops below 1500rpm and sometimes even 2k.
Example would be if i were going down hill and put the car in neutral, the rpm would stay at 2k and 1500 sometimes. Doesn't fluctuate just doesn't drop to the normal 1k rpm.
Things i have tried so far.
Checked the vacuum diagram and checked for vacuum leaks about over a dozen times now. I've sprayed Carb cleaner on all the hoses and every possible part of the Intake Manifold including the TB.
My car does not have a FITV only a IACV. I have replaced the IACV with a known good working one and still the problem persists. Cleaned both IACV plenty of times. If i cover the hole in the TB for the IACV the car dies. When i disconnect the IACV the idle drops. I've tried adjusting the screw and problem still persists.
Throttle cable isn't tight and has enough slack. Checked timing and its fine. Tried both in advance timing and retard timing and still persists.
I've placed my hand over the TB and the car dies. TB is closed all the way checked multiple times. I've replaced the PCV Valve with a new one and still idle problem persists.
What is making my car idle high while in driving when im shifting. Car does not idle high when im standing still, its only when the car is moving.

Yeah they are. I followed the vacuum diagram. As far as knowing if the TB is stock im not sure how to tell since i bought the car from a previous owner.

i have a 97 gsr just fixed my prob its the thing right under the throttle body 3 bolts comes off you clean it then put it back together theirs a right up on it search n u will find u can also adjust how high or low u want ur car to idle with how far you twist the inside peice in with a flat head if i can find it ill post

Have you checked the actual manifold itself for cracks? The actual manifold may not be tightened all the way causing a fairly large vaccum leak or it may have a bad gasket. Kind of a stretch, but since its sort of a last resort its worth a shot.

Thats what i thought myself, i was thinking of replacing the TB and IM gaskets but the fact that when i hold my hand over the TB the car dies. If i had a crack or a leak somewhere in there the car shouldnt shut off when i choke the TB. I might just do it anyways
