Crank, wont start

Crank, wont start
well heres my question i have 96 civic that i did motor swap, anyways i started it couple of times then when i went to start it all i get is cranking but no start, i listen to fuel pump, no prime. So i look at the wiring diagram and i gave 12v to grn/yel wire (i was doing that at PGM-Fi relay) and pump primed, so that part is good, pcm is good, pgm relay is good, i tested all of them in different car, fuses good. heres what i get with ignition "ON" from all the wires at PGM-Fi relay:
grn/yel - 12v
blu/wht - 12v (while cranking)
wht/blk - 12v
yel/blk - 12v
yel/grn(to pcm) - 12v
yel/grn (to pump) 0v
blk - 0v
If you can throw some ideas, im kinda stuck

For those of you cares yel/blk was 1v where it needs to be 12v, that wire comes from ecu and theres a junction behind blower motor and there was a bad connection/lots of resistance
