CEL and Other issue

CEL and Other issue
Car/motor: 98 civic ex/d16y8
Issue:
1. CEL- p0137, p0138, or p0139.. Paper clip trick.. 63 (which is for secondary o2 sensor)
2. While driving at a regular rate and if I am in a gear for too long, my car will start to bog down. If I wait it out, it will actually feel like it hiccup’d and starts accelerating again. Or, I can down shift, then go right back into the gear I was in, and it will be fine for a little.
Fixes IMO:
For CEL- Just replace the o2 sensor.
For the other issue- Replace cap and rotor?
Anyone else have the same or similar issue or had it and fixed it?
Any help will be appreciated.
