Can someone help me...how much is this car worth?
Trying to buy a car from a friend to fix as a daily driver.
Here is the problem...
its is 99 Si. Doesn't run, snapped timing belt. Needs front and rear bumper. One of the taillights are busted. Has been sitting out for about 7 months now. Also has hail damage?
What should I offer him?
Any suggestions would be appreciated, as I'm not sure what it's worth (not much)

the motor could stand to be rebuilt, or atleast the head since the timing jumped and will need a full tune-up

Wow...2k?
Hail damage is on every body panel.
Edmunds says 2k for the car if its running and has no severe damage or mechanical issues.

I'd steer clear.
You have an engine that stands a decent chance of being a paperweight, or at least the head being one. I wouldn't buy the engine by itself.
The body has hail damage on every panel according to the OP. This means if you want to build the car for anything you'll be facing some body work and new paint job. Few people buy a shell to build into an ugly daily driver. I wouldn't buy the shell.
At the very best you're going to have to purchase the following just to get it legal on the road:
- Front bumper
- Rear bumper
- Taillight
- Engine or engine/transmission
The only way it might be worth it is if you plan to part it out and/or if the title is clean.
