The best chip for it is the one your tuner burns for you while you are on a Dyno...
Sounds like you are on Ebay.
Good Intakes: AEM, 'Whale *****' aka Jay's Racing, K+N panel in your stock airbox
Not to Loud Exhaust: Pretty much anything thats got a cat, resonator, and muffler, and isn't an 'N1' style.

you cant chip your stock ecu. its obd2b. you have to get a jumper so you can run an obd1 ecu.
as far as what chip is concerned, you should be more concerned with what tuning you're gonna run. you'll get more power out of a correctly tuned hondata or neptune or chrome setup that you will with just some ebay spoon chip. which is not really an actual spoon chip anyways. its prolly just a reflash of a spoon map for a motor that you dont have, so its a waste of time.
what goals are you building to? budget?
imo, i would go with a hondata s200, or s300 if you plan on boost, or a neptune setup, which is almost the same as a hondata, just cheaper.
as important is to get a experienced tuner and dyno time.

Re: best chip civic si (Dasfinc)
lol id use a p28 and have it dyno tuned. thats what i have on mine now. youll get soem good numbers back on it if the tuner is a genius like mines haha lol. but yea, whale ***** j's racing is good. if your ona budget, get the password or the mashimoto, or the yaoii ss, which is prolly the cheapest. k&n is also good. umm, if you want soemthing not so loud, and deep, id recommend the greddy sp2 or the apex world sport. they both have resonators and look stock but aftermarket. i wouldnt go on ebay to get any of this stuff tho.
