People need to learn to research Ebay better than this. Over 12k positive feedback which means he's done a lot of volume. The percentage is 99.4% which is excellent when dealing with an automotive based Ebay seller. Buyer feedback is consistently positive.
You also need to check the return policy on this item. They offer a phone that you can contact them with the same questions you are wasting time asking us.

Ok thx for the smart *** reply... I know that!!!! I wanted personal experience not a rating of sells or what they're going to tell me over the phone. If ever guy believed what people sell them is actually good quality we would all have broke *** ragged out honda's.

You know that? Apparently you don't. Can the noob attitude.
That's the only thing you can go by on Ebay. I've been on Ebay for 11 years with almost 1,000 successful transactions and those are the benchmarks I use to make purchases there. I don't get burned that way either. You don't get that kind of feedback rating by screwing people over otherwise what is it even there for? If the description is accurate and he sends you BS then you are also protected. If you don't trust Ebay sellers then stop window shopping on Ebay.
The seller is legit. The only thing you need to worry about is if the price is reasonable.

Re: B16 cylinder head
Looks like a great head, probably just a jused one machined and hot tanked. But for that price, you don't get cams, valves, guides, seals, keepers... Unless you are planning on building the head you buy anyway, this is probably your best bet.
Edit: it actually looks like the guides are in there. But your still spending $450 on a bare head, you can get a complete B16 head for $300-500.
