All the items listed that everyone else has stated. I can get 40+mpg without trying too much in my 97 hx... the highest I've had is 43mpg but there are others on here that has gotten even higher. I also have a 99 but the best I've seen out of that one is 35mpg but it has a cali spec ecu.
So basically full tune-up which includes - plugs, wires, cap, rotor, air filter, fuel filter, pcv valve, and check the timing, also wouldn't hurt to clean the egr valve as well and from my experiance they need to have it done every 100k-115k miles so if anything it's preventitive maintenance.

in my car i keep my tire pressure at 40... my sidwalls says max 50 but im not taking chances.. so i keep it at 40........i used to keep it at 30 but i dont care about my tire life..... i noticed a 2-3 mpg gain in mpg average..... but you should be careful when setting your psi high.... your tires will not stop as well as it did before....... also if you maintain your motor pretty well.. and your getting around 43 ish.. then thats probably the best your motor can do alone.... the rest of how you drive...... but if your getting 43 on a unhealthy motor that needs maintenance badly.. then there is alot of room for improvement

If you want a good ride you dont want alot of psi. But honestly in a civic I never felt a difference in 25-35 psi in ride quality.

I've seen debates over it, but I'm in the camp that says adding a CAI or SRI will not increase your MPG, it will decrease it.
The point of an aftermarket CAI/SRI is to get colder/more air into your engine, which will decrease your fuel efficiency.
Quit looking at performance parts if you want to get the best gas mileage possible, you're not going to be able to beat a stock HX.

No, forget about all that stuff. The HX is tough to improve as far as
fuel economy goes.
Alignment, tire pressure and tune-up like the other guy said.
Driving habits (how you drive the car) impact fuel economy greatly.

I was thinking about it, and the only things I could think of are to get skinnier tires and take weight out of the car.

Swap your 5 speed for one from a 92-95 CX or VX. Longer gears will help your highway MPG a lot. Look into fabricating a rear diffuser. The 92-95 civic VX hatch actually came with them so it makes a difference. Leave the engine alone, Honda engineered it to get great economy. Intake, exhaust will only hurt that.
