Good^

Set multimeter to read continuity.

Key off.

Test continuity to body ground at pins A26 (Blk/Red wire) and B2 (Brn/Blk wire). Probe order doesn't matter.

No continuity on either connector even tried to the battery ground and nothing

This^ is the problem.

Congratulations. You're now an automotive electronics master.

Those 2 ECU connector wires run to the G101 ground attached to thermostat housing. The wires are either broken or there's a bad connection at the right shock tower 10P connector C213/C102 in between. Find and fix this wire open or run a new wire.

So theoretically i could just cut the wires at the ecu connector and ground it out and it should theoretically work after right? And lol i aint no master tech yet brother i can definitely say you are though

Yep. Just make sure you ground them very well. Otherwise, you'll have unexpected break downs.

And lol i aint no master tech yet
It all starts with doing the basic electrical tests you just did successfully. Each time you do it, it gets easier and faster.

Also be sure to check those two wires at the 10P C102 connector on the shock tower.

I'm sorry to here this^. I hope your wife and daughter have a very speedy recovery.

And I'm extremely happy to have been able to help you out. But you really did it all yourself.

Reset the ECU to see whether code 17 returns. If so, check the VSS plug for corrosion or damage. That's a common cause of VSS problems.

If the engine now starts and runs, a solid CEL with the service connector jumped means no codes are thrown.

Why do you think the VSS is not working? Speedo problem?

The SRS light is blinking a code(s) for the airbag system. The place to start there is to reset the SRS computer to clear the trouble code and see whether it returns. Click the codes link in my signature and use the 96-98 Civic method to clear SRS codes.

So im throwing a VSS code 17 now i was just driving it around to check it and the speedo was really jumpy sometimes it would be steady and smooth and others while going over bumps it would be jumpy then it just stopped working and threw the CEL on any ideas with that one and then im pretty much done i promise lol

I did that the plug itself looks totally fine i dont see any corrosion what so ever but what i did notice was some water that pooled into all of the wire terminals on the top of the plug itself

Try throughly drying the connector and then sealing it internally with some dielectric grease.

Im wondering if the ground that goes to the thermostat is messing it up because aren't those two connected to the same ground

The VSS does ground on the thermostat housing. Use your new electrical skills to test whether the black wire in the VSS plug has continuity to body ground.

Also measure voltage at the other 2 VSS pins with the key in ON(II).

Have you unplugged the shock tower 10P connector C102 and inspected its condition and pins?

Ok so no continuity with ground 12v at yel/blu middle wire and 4.78v at yel/wht wire opposite ground wire so def bed ground just not sure with the 5v wire
