Default 95 civic ecu problem

I just put a new head on my 95 civic ex and she won't start now. I got fuel but not sure if I have spark or not. I tried to check ecu for codes but I get nothing out of it. My srs light flashes but check engine light does nothing. Factory service manual says if no check engine light when connector is shorted you have a bad ecu.

Does anyone know where to get a ecu and how much it should cost?

I'm pretty sure I will double check though. But shouldn't I get a flashing check engine light when I short the connector
