Default 00 Civic - temp gauge reads low and fluctuates

I have a 2000 honda civic d16y8 I changed the themostat and now my temperature gauge seems very low and fluctuating a little does that seem normal or could my (fail safe) themostat be stuck open?

Okay so while bleeding the cooling system and waiting for my fan to kick on it didnt so I wired my thermo switch and my fan did run continuous. So I ordered oem thermo switch

Describe how you bled and for how long. The switch only turns on the fan when the coolant reaches a threshold temperature. That's why the switch was designed into the system.

After putting the front on an incline I loosened the radiator car and started the car but after waiting apporomently 20 minutes my engine was crazy hot but my fan never came on

You need keep the radiator and reservoir topped off with coolant during the entire bleed procedure.

Eventually, but you might be surprised how long it can take with the engine just idling. I like to move the throttle up to about 1.5k to get the engine hot quicker, otherwise it can take like 20 minutes or so. Even though the car isn't moving, heat is still dissipating through the fins of the radiator.

Did you following the bleed instructions to the tee? For example, the cabin heater must be set to maximum heat.

I didnt throttle it any, but my iacv and themroswitch should be here today i know my iacv bad so my cars idling at 1-1.5 the reason i ordered the thermoswitch is when i pulled the plug coolant was in it so im guessing the o-ring on the plug went bad? Also u going to hday your cars clean im in concord

Yes I read it a few times before doing it I did have my heater to max
