Default RPM problem - Tach or distributor

My car (ES8,D15Y4) can only redline to 5500rpm (ie. tach readings from the gauge cluster), but when I read the rpm signal from an OBD-II scanner, the rpm actually shows 6800rpm (ie. the redline).

Therefore, I am wondering how the tach and ecu receives its signals and what could have caused the discrepancy in RPM readings. The RPM readings on the tach is off by a constant ratio (ie. 6800/5500=1.24) with respect to ECU at other RPMs.
