Default Wierd Idle.....Not throttle body

I have a 98' Accord that has been sitting for about a year now. Just started running it and it has an odd idle. It flucuates between 1200-2200rpm. Then after it warms up a bit it sticks at 1500rpm and sputters. When driving, I can stay a consistent 40mph without touching the pedal. When I stop I have to push hard on my brakes to stay still, the car pushes at 1250rpm. Also when I let off the pedal the throttle drops, and then jerks back up.

What I have read so far, everyone says to clean the throttle body, and I did that, but didnt work. Any help would be great. Thanks,

try bleeding your cooling system, and check for a stuck open thermostat
does it do it once the car has been running for a while?

Do searches under UP AND DOWN IDLE or just IDLE, and you will find many good responses.

You DO have a vacuum leak. It could be internal, FITV or IACV, it does not have to leak from a gasket or o ring but your must be a gasket or o ring.
