Default Replaced starter, cranks great but car won't run

I have fuel, fire but car won't start. No engine codes, not even a sputter. I reset ECM, checked main fuse , you can smell the gas very quickly and see vapors shooting out this plastic tubular part right next to the airfilter. not sure what that is.
I' m going to check rotation direction tomorrow just to verify the new starter turns the motor in the right direction.

any ideas?

Put the key to on position without turning it on. Then put the pedal to the ground for about five seconds, then try to start it. It could just be flooded and putting it into clear flood mode might be able to start it.
