One wiper won't move
I have a 2003 Honda Accord Coupe LX.
Last winter I was scraping ice off of my windshield and didn't realize my wipers were on. I got the ice off of one and it started moving but the other one was still stuck. Now that second wiper (passenger side) will not move on its own.
If the wipers are turned on, I can start the dead one moving by pushing it up, and the wiper motor seems to pull it back down like normal, but not push it back up again on its own.
Any suggestions as to what I can replace or check on to get both wipers going again?

Sounds like the arm that connects the 2nd wiper to the motor/ 1st wiper is broken/ disconnected.
I have had it happen before on another car... under the plastic cowling in front of the windowshield is were its all at if I remember correctly.
You remove the hardware holding down the cowling, remove the wipers, then remove the cowling and under it should be the motor for the wipers and linkage that connects everything. double check that linkage... probably came loose or broke when it got stuck.
here is a picture of the components once you get the cowling off.

Im not sure fully but you could try this free fix. I need to remind you, I don't know much about this assembly, but when I was removing my wiper arm, 1 of them didn't work. I tighten the bolts of the wiper arm (one that go to the motor) and it was fine again.
