Default Low voltage at Starter solenoid... why?

I have a '94 accord ex with an automatic transmission. Today she decided not to start. No crank no click no nothing. I had my battery tested and it failed. I purchased a new one and nothing changed.

I found a great thread by fcm and used his advice to observe the following...
  • The lights dim somewhat when I turn the key to start.
  • jumping 12v to the solenoid makes it engage, but the starter itself does nothing.
  • I measure 9v at the solenoid when the key is turned to START

why am I only getting 9v at the solenoid, and why won't the starter run when
I force the solenoid to engage?

Does this sound more like bad connection or bad starter?

Did you check if the cables are green and what not? High resistance in the circuit?

Thouroghly clean and tighten your connections. Your solenoid could also be bad.
