Default 1994 Honda Accord Engine Surging BADLY after Spirited Driving

My friend was driving his 93 F22B2 Accord on the highway, and didsome WOT spirited driving, and after he got off the freeway, the engine now is acting WEIRD.

The idle is up to like 2500 rpms and it drops to 1500, then back to 2500 and back down to 1500, then back up etc.... etc... over and over again, it happens VERY quickly, as in the engine just goes up and down in engine speed.
We disconnected the TPS sensor, and the idle stayed and did the same thing, still disconnected we turned it off and started it back up and the idle went down to 1k but the car ran like CRAP and was misfiring CRAZY, and ran bad.

So We hooked it up again and went for the IAC sensor, we disconnected it and the engine idle went up and down.

No idea whats going on?

Also offtopic, his ABS DOESNT work but makes this WEIRD buzzing whining sound (behind drivers headlight this big ABS box)
any idea?

dont know bout the abs but the surging you call it might be from the fast idle valve it is under the throttle body take it off then pop the top of it with a screw driver then twist the valve shut that is the culprit most of the time

When you say you take it off do you mean take off the throttle body or the fast idle valve?
I cant seem to find it, is there a picture diagram or something like a figure online where I can see contents of what the valve looks like?
Pop it off and twist it?

take the throttle body it is easier to take off the valve that way. Pop the top off the valve and you will see two slits on each end inside the valve. And sorry no pic
