Does the new starter include a new solenoid? I would think that all new starters would come with a new solenoid, but maybe you had it done differently?
Maybe it has something to do with electrical/wire that fail to enable solenoid to move back and forth, in other words to enage and disenage onto/from flywheel gear that it would turn the engine with starter's help.
If you have a new solenoid and the electrical connection is good, it could be meshed or damaged flywheel/gear that solenoid gear is not able to enage and mesh onto flywheel gear to turn over the engine that it would just spin above the damaged flywheel gear without any enagement, but I highly doubt this would be the case. I want to stress that I am just guessing here.

How about you clarify something for us... Try it while someone watches the alternator/AC drive belts on the engine.
If the drive belts spin, then your engine IS turning over. It's just not starting. Check out what sk8erb0i says. Lack of spark or lack of fuel.
If the belts don't turn, & the starter makes a loud fast spinning noise, then check out the stuff James says.

It might help to explain what happened,I heard noise coming from engine when i went to the store,so on my way back i could still hear it,so i decided to get on a little bit to see if it would get louder, when i did it felt like something let go,i tried giving it more gas,the engine would rev,but it had no power, like as if the trans went out. What i cant figure out,if it was the transmission,i dont see why the car wont start.I can turn the engine over with a breaker bar on the front crank bolt, and the flywheel turns ,along with cam sproket, but when i try to turn ignition i can see flywheel spin, but the front crank, and cam sproket will not turn.the timing belt is not broke.I know this seems crazy, but that is what it is doing.

This really sounds strange. What about the woodruff key at the front end of the crank? Then the front pulley (external drive belts) can freewheel on the crank. But I would still expect enough friction to turn the pulleys while cranking the starter.
When I began reading it sounded like your flywheel came off the crankshaft, or the crankshaft broke. But that doesn't explain how you can turn it over with a wrench on the front end. Can you hold the crankshaft stationary with the wrench, while turning the drive pulleys?
When you use the starter, how can you see the flywheel turning? Lower access plate alongside oil pan? Take out spark plugs, use a dowel or something to verify piston movement when you do this. Also when you wrench on the front of the crankshaft.

oops hit wrong key.............remove starter spin crank with a tool and chk the teeth on torque convertor ring 1 by 1 make sure they are not worn enough for starter not to engage

Auto trans? I don't know much about how a torque converter can come apart.

torque convertor has a ring grear welded to it for the teeth of starterto mash it and start car same as flywheels //if the teeth are worn it is same as if flywheel teeth were worn on ring gear

OK, so the ring gear is part of the T-C, it's not part of the flex plate. Unfortunately, it looks like he's gonna have to take off the tranny & have a look. We're sorta guessing about possibilities but everything says damage in the neighborhood of the bellhousing??
Teeth busted off means when he runs the starter the 'flywheel' isn't really turning like he says. OTOH, when he turns it with a wrench on the front pulley, what is he really seeing when he says the 'flywheel' turns along with the crank?

Re: (JimBlake)
you got it JIM,,, if teeth are worn or broken in ring gear starter will not turn engine over or it is really noisy,,, but you can still turn crank and torque convert with manual tools .... everything he has stated points to a bad ring gear on torque convertor and he does not have to pull tranny out to inspect just remove starter turn engine with tools and examine the teeth on ring gear for wear or broken..it is a lot easier if he has a helper 1 guy can turn 1 guy can examine teeth
